I don't think I spent enough time in Tomakomai to get a good feeling for the area, I mainly stayed here because it was close to Sapporo and the hotel was within walking distance from Tomakomai train station. The hotel was also very close to a Don Quijote, Lawson, and Seicomart. The only room option available at the time was a smoking room, and while it was clean, the room itself seemed old and like it needed some updating. The view from my room was nice though, and there wasn't a lingering odor of smoke. The general area is quite different to what I was expecting, being quite industrial, but it still felt safe and quiet at night. This is also a port town, seeing multiple fairies coming and going daily, which makes this hotel convenient to people who may be coming into the area by ship.
