Dossier is not ultra-luxury accomodations, but firmly in 3.5-4 star territory. In the heart of downtown PDX with reasonable walking distance to venues and great restaurants. The Park blocks can be mildly sketchy and loud after dark and the nearby light rail has noise associated with it, but it's in line with most major city downtowns. Overall, it was a very nice stay.

We only spent one night at the Dossier. The hotel’s location was fine and we parked at a garage that was close. Staff was friendly when we could find them but messages by phone were not responded to and there was often no one at the desk. Furnishings were a bit worn and we could not figure out the tv. A parking valet (we did not use valet parking) and a server in the restaurant (just toast and coffee) were especially friendly and helpful.
