It is good because of all the facility they provided and a 5 star hotel in the heart of Chiang Mai. If you want to relax and enjoy the facilities Shangri La is the upmarket hotel.
However if you are on a shopping spree & relax tour. The Empress Chiang Mai provides all you need for value and its location & comfort.
